After four activists stripped down in front of city hall, they were arrested.
According to the San Francisco Chronicle, activist George Davis screamed, "Freedom of expression is dead in this country," as he was led into a police van.
The protestors were given a 15-minute warning before $100 citations were given.
This past November, supervisors voted to ban nudity, with the exception of various festivals and parades that would be permitted.
